    NASA chief seeks culture change in agency

    NASA will start from the top down to change its internal culture, working with its current leaders to develop an agency where employees can voice dissent or criticism without fear of retribution, the agency's chief said Tuesday.

    Starting with just a few NASA centers, the space agency hopes to make fundamental changes in its organizational culture and behavior that will reinforce its commitment to safety and support it's employees.

    "As an organization, we don't support our people as well as we could," said NASA Administrator Sean O'Keefe during a round table discussion with reporters at NASA headquarters in Washington, D.C. "We need to create a climate in which open communication is not only permissible, it is openly encouraged."

    O'Keefe's comments referenced a 145-page report for NASA by a behavioral science company to help develop and implement a plan to change the entire agency's approach to safety. NASA released the report, called the Assessment and Plan for Organizational Culture Change at NASA, on Monday.

    Compiled by the consulting firm Behavioral Science Technology, Inc. (BST) in California, the report polled 45 percent of NASA employees and found that many felt unappreciated by the agency and were reluctant to voice their safety concerns
