    Space exploration clashes with secrecy policy

    President Bush's announcement that the United States will seek to establish a base on the Moon and from there send men to Mars faces more than just technical difficulties. There is the underlying political dilemma of what to do with the intelligent life that is already out there.

    The existence of non-human intelligent life and their artifacts in our solar system is an established fact to the many thousands of researchers, scientists and experiencers in the so-called UFO community. The U.S. military also knows these facts and have a standard policy of lying to the public about them, according to leaked government documents (see story).

    If U.S. robotic probes or astronauts encounter intelligent life on the moon or Mars, would NASA be truthful and release the news to the public? The historical record says no. NASA whistleblowers have testified that UFO photos and other evidence that the space agency has gathered since space flight began have been routinely suppressed. Even though NASA is ostensibly a civilian agency, it has rigorously followed the military's secrecy policy regarding alien contact.

    The website UFO Area has an extensive database of UFO photos taken by NASA astronauts on the moon, as well as testimony from former NASA workers. For example, former NASA slide technician Donna Tietze Hare, who worked for NASA for 15 years as a contractor, in a 1995 interview on WOL-AM radio in Washington D.C., said that during the Apollo missions she saw another technician airbrushing out images of UFOs in pictures before selling them to the public. "So I realized at that point that there is a procedure set up to take care of this type of information from the public," she said.

    According to Richard Boylan, Ph.D., in an article in Perceptions magazine of August/September 1996, "On Jan. 30, 1996, an interview on WRXF-FM in Charlotte, N.C. featured NASA scientist Dr. Norman Bergrun, whose book, The Ring- Makers of Saturn, reveals that NASA's voyager space-probes of Saturn's rings took photographs of an elliptical (cigar-shaped) craft, length estimated equal to Earth's diameter, orbiting in Saturn's rings. Dr. Bergrun said that large apertures could actually be seen in the side of this craft.

    "Confirming data was published in the February issue of 'Science News' (vol. 149, No. 5, p.71), which reported that the Hubble Space Telescope photographed a large elliptical 'satellite' orbiting Saturn's rings. In a follow-up photograph, it had disappeared. Two other very big, very bright, orbiting objects were photographed May 22 and August 10, 1995, but by Nov. 21, had also disappeared. When asked why NASA had not managed to get a photograph of the huge craft previously, Dr. Bergrun said, 'They have a tendency to hide.' The NASA scientists said that this giant craft is apparently doing something, possibly exerting an attractive force on Saturn's rings."

    Bergrun added that the 1958 Space Act states that "the public will be informed regarding results of space photos and data only if it is determined that such data are not a threat." He said a craft that size would have been considered a threat and deemed to have great military significance, thus falling under "top black-budget, military-intelligence agencies."

    This contradicts, however, the standard Air Force statement that UFOs are not considered a threat to national security.

    Boylan also said that Operation Right To Know, a civilian volunteer organization dedicated to ending the UFO cover-up, "recently relayed an insider report that a military-intelligence agency now controls NASA."

    George Filer in a recent Filer's Files said, "If NASA reveals there is life in space, it opens a Pandora's Box of questions. Perhaps that's why the most recent Mars Lander carries no equipment to test for life. It seems very strange that we spend millions to send probes to Mars, and that they do not contain at least tests for microbial life."

    He added that the lander apparently landed on mud, but NASA refused to admit the obvious. "I wonder why there is a program to make the public think Mars is absolutely dead? The lander equipment is essentially designed to find water, since it landed in the mud, it is successful in its endeavor. Here on Earth water mixed with salts tend not to freeze at 0 centigrade. The more salt generally the lower the temperature. Although Mars temperatures are low, the Viking Landers 1 & 2, as well as Pathfinder, found Mars soil to be very salty. Other factors such as a low atmosphere, natural anti-freeze, and direct sunlight may cause the frost or ice to liquefy and create mud on Mars. Where there is mud there is likely to be life."

    Filer's website features an extensive gallery of pictures compiled by Norm Bryden who has studied Mars images for 20 years, some of which seem to show vegetation and structures. Although some of the pictures are questionable, others are hard to explain as natural formations.

    The cover story in the latest issue of Popular Mechanics says U.S. and foreign governments have adopted a protocol, called the "Declaration of Principles Concerning Activities Following the Detection of Extraterrestrial Intelligence," that continues to long-standing secrecy policy, which until now has itself been an official secret. Supposedly written by a committee of scientists with the SETI Institute, the declaration states that the news of alien contact will be kept secret "until authorities have been notified."

    PM's science editor Jim Wilson writes that if ET shows up at NASA's door, "Instead of getting a handshake from the head of NASA, it will be handcuffed by an FBI agent dressed in a Biosafety Level 4 suit." The alien and his craft would then be whisked away to various U.S. labs for study. This is the same standard operating procedure laid out in the secret government 1954 Operations Manual that was extensively examined by Dr. Robert M. Wood at the Crash Retrieval Conference Nov. 14-16 last year in Las Vegas, Nev., although the lab names and locations may have changed.

    Can the Bush administration's desire to lead a bold manned foray into space be reconciled with the Cold War secrecy policy enforced since the late 1940s by the U.S. military and national security apparatus? It seems one or the other will have to be abandoned.
